Building a global vaccine investment strategy

GAVI, WHO & UNICEF Immunisation Supply Chain Strategy, 2021-2025

Challenge

Gavi and global partners needed a coordinated, evidence-based investment strategy to ensure resilient vaccine supply chains across 60+ countries, especially under pandemic pressures.

Approach

Weave team members led a participatory co-design process with 40+ stakeholders from 20+ organisations, including governments, funders, and implementing partners. Through multi-language workshops and foresight-driven analysis, we integrated evidence, scenario planning, and stakeholder perspectives to build alignment around shared priorities.

Outcome

The resulting strategy was co-owned by all partners and is projected to prevent 22 million deaths while generating $1.3 billion in benefits. Beyond the numbers, the process built trust, strengthened global coordination and established a new model for inclusive strategy-making.
